Reading the plot

The band is the £250,000 either side of the datum that this scheme is allowed to move within. The forecast left it once, in week 11, when the façade re-spec was instructed. It sat £60,000 outside for 6 weeks until Package C buy-out returned £502,000 against its allowance.

How the record is kept.

1.1

The datum is fixed before the first valuation. One baseline for cost, programme and scope is locked and dated. Everything issued after it is measured against that line, and nothing amends it in retrospect.

1.2

Instructions are priced on the day they are issued. Each instruction enters the record against the package allowance it draws from, and is tested against tolerance before the next valuation is agreed, not after it.

1.3

The record is held, never rebuilt. Owner, approval and evidence stay bound to the figure they moved, so the out-turn on any past week can be reproduced for audit exactly as it was read then.
