A draw package is the only thing this product makes that is checked by a party outside the company. Everything upstream of that — the cost code, the commitment, the waiver, the change order — exists so that the check has something to land on.
A query names a cost code and a period. That is already a line in the budget, with its commitment, its change orders and the documents behind it attached. Answer it there and the next package carries the answer.
The change order was executed in period 06 and is on the line. What the package sent was the schedule of values before it.
